About the Office

Who We Are

An Independent Officer of the Court

The Pennsylvania State Constable's Office for South Middleton Township is an independent constitutional office established under the authority of the Commonwealth of Pennsylvania. Constables are elected officers who serve as a critical link between the courts and the community.

Our office is responsible for the service of civil process, execution of court orders, and support of the district justice court system within South Middleton Township and the broader Cumberland County area. We operate independently of local police departments, serving exclusively in a civil and court-support capacity.

Every constable in Pennsylvania is required to complete mandatory training and certification through the Pennsylvania Commission on Crime and Delinquency, ensuring that our office meets the highest professional standards set by the Commonwealth.

Pennsylvania constables are constitutional officers — their existence and authority are rooted in the Pennsylvania Constitution itself, making the office one of the oldest forms of law enforcement in the Commonwealth.

Unlike municipal police officers, constables serve in a civil capacity. We do not respond to criminal emergencies or patrol communities. Our role is focused on the service of legal process and the execution of civil court orders — ensuring that the decisions of the courts are carried out lawfully and efficiently.

Attorneys and law firms working in Cumberland County can rely on our office for prompt, documented, and legally compliant process service. We provide affidavits of service and maintain thorough records of all actions taken.
